SN Jayaram, IAS, Deputy Commissioner, Bellary, Tells Garment makers to adopt latest technology


BELLARY, JAN. 23 2004. S.N. Jayaram, Deputy Commissioner, today urged garment manufacturers to cope with the changing trends in the industry not only to face the competition but also flourish in the trade.

He was speaking after inaugurating the Bellary Institute of Fashion Technology here promoted by the Bellary Garment Manufacturers' Association under the initiative of the United Nations Industrial Development Organisation (UNIDO) with financial support by SIDBI, the Directorate of Industries and Commerce, and the Bellary Zilla Panchayat. 

He said Bellary, which was one among the major garment manufacturing places, could not remain isolated. Manufacturers here had to adopt the latest technology and design to improve the quality of their goods to compete in the market. He underlined the need to accord priority to customer care.
Mr. Jayaram said the garment industry had a good potential for employment generation and it needed encouragement. He would strive to get the Apparel Park established in Bellary, he added. 

G.V. Gayatri, Chairperson, Garment Manufacturing Training, National Institute of Fashion Technology, Bangalore, said garment manufacturers had to face competition to survive in the market. Garment manufacturers in Bellary had no other choice but to gear up to meet the challenges in the era of globalisation. She hoped that the manufacturers would make the best use of the institute to improve their products.

Shankara Murthy of UNIDO said Bellary with traditional skills in tailoring could not develop in line with other garment-making clusters such as Bangalore, Tirupur, Indore, and Ahmedabad because of its inherent problems. Technology used here was old and garments manufactured were of poor quality and catered to the low-value segment of the market. In addition, the demand for products was seasonal and the cluster was unable to provide employment throughout the year. A diagnostic study carried out by UNIDO under the Cluster Development Programme here revealed that non-availability of skilled workforce to handle high-speed garment-making machines, lack of service, testing facilities, and technological and design support were among the problems faced by the cluster.

The purpose of establishing the institute here was to train artisans in rural areas, especially women, in high-speed garment-making machines and making quality products. Training would be imparted to 60 people initially in two batches for three months, he said.

Deputy commissioner, SN Jayaram, Passes an Historic Judgement, Disqualifies Two Bellary Council members


In a historical judgement, Deputy Commissioner S N Jayaram has disqualified the membership of two councillors of the Bellary City Municipal Council, Mr Sheik Moinuddin and President of the Bellary City Municipal Council B Kumar Swamy, under the Anti-defection Act, here on Monday.

In August 2002 elections for the President’s post wherein BJP candidate V Padmavathi and Congress candidate Gayathridevi were contesting, both the councillors had voted against the party Whip.

B Kumar Swamy and Sheikh Moinuddin of BJP voted in favour Congress candidate Gayathridevi.

Despite the two members having cast their votes in favour of Congress candidate Gayathri Devi, there was a tie between her and the BJP candidate. However, Padmavathi was elected as the President, through the lottery system.

The then President of the District BJP G Karunakar Reddy had filed a complaint with the Deputy Commissioner to disqualify the membership of these two members who had voted in favour of the opposition party member despite the ‘whip’ to vote for their party candidate.

In the recent elections for the second tenure of the President post of the City Municipal Council, held on December 17, BJP rebel candidate B Kumar Swamy was elected to the President’s post, with the support of Congress members.

Deputy Commissioner S N Jayaram who conducted an inquiry into the matter gave his final verdict and cancelled the membership of these two members, for anti-party activities. The orders would come into immediate effect, the DC has mentioned in the 46-page judgement report.

After the commissioner’s order, the BJP workers expressed their joy by bursting crackers and distributing sweets in the city. However, it is learnt that Mr Kumar Swamy will be appealing to the High Court, questioning the judgement of the DC.

Deputy commissioner, SN Jayaram, IAS, recommends suspension of 63 health assistants

                                     

Deputy commissioner S.N. Jayaram has recommended to the district health officer the suspension of 63 health assistants for staying away from their workplaces despite the warning.

Presiding over Karnataka Development Programme (KDP) meeting here on Friday, the DC said he had ordered the ZP administrative deputy secretaries to visit all hospitals in the district and submit a report on their conditions.

He also directed the DDPI to suspend the headmaster of government high school in Srirampur Colony for 'poor performance'. The school registered a 16.6 per cent pass - the lowest in the district.
Jayaram also asked the taluk panchayat CEOs to visit all the learning centres opened under the 'Neo-literate Programme' and initiate action against the erring adult education promoters.

He said 38 drinking water projects taken up under various heads will be "energised" soon. He directed the KPTC chief engineer to complete the energising process in all the drinking water projects by this month-end.
K.S.L. Swamy, ZP vice-president, Doodha Nayak, agriculture and industries standing committee chairman, and Parvathamma, social justice standing committee chairman, were present.

SN Jayaram, IAS, First Mega Health Camp of Karnataka Flaged

BELLARY Aug. 6. The Union Minister for Health, Sushma Swaraj, will inaugurate an arogya mela at the Municipal School Ground here on Saturday, according to the Deputy Commissioner, S.N. Jayaram. This is the 45th mega health camp in the country and the first in the State.

Mr. Jayaram told presspersons here on Tuesday that the three-day camp, sponsored by the Union and the State governments, was earlier planned at Kurgodu, 30 km. from here, but the venue was shifted later for the convenience of rural people. Experts in various super-specialities from the Kidwai Institute of Oncology, the Jayadeva Institute of Cardiology, NIMHANS, all in Bangalore, and the Vijayanagar Institute of Medical Sciences here would examine the patients. 

Around 200 doctors and about 500 volunteers had been drafted for the camp. He said x-ray and ECG machines, and ultrasound scanners would be installed and a fully equipped laboratory set up at the campsite. Patients would be given one course of medicine free.

Those needing spectacles would also get them free. Medicines were being brought from Delhi and Bangalore. Local purchases were also being made. Patients needing cataract and family planning operations would undergo it at the VIMS Hospital. If necessary, patients would be referred to major hospitals.

He said a health exhibition would also be organised during the camp. Films on various aspects of health and hygiene would be screened. The exhibition would be open for students and the public on Saturday and Sunday. A two-day training would be given to junior health workers from Bellary, Koppal, Chitradurga, and Davangere during the camp at the Joladarashi Doddana Gowda Rangamandir. He said Ms. Swaraj would be requested to take steps to convert the VIMS Hopsital to a super-speciality hospital. In addition, she would also be requested to sanction two trauma care centres at Mariyammanahalli or Kudligi on National Highway 13 and another one at Bellary on National Highway 63, he added. 

The Minister for Health, Kagodu Thimmappa, and the Minister for Medical Education, A.B. Maalakaraddy, will participate in the inaugural function. Ms. Swaraj will inaugurate the maternity centre at Cowl Bazar, set up under the Reproduction and Child Health Scheme at an estimated cost of Rs. 24 lakh. Cultural programmes by the Song and Drama Division of the Union Ministry of Information and Broadcasting and the Department of Kannada and Culture will be organised every evening during the camp.

One more school gets ISKCON's meal scheme

M.P. Prakash, Minister for Revenue, has exhorted social and voluntary organisations to help the Government ensure that the benefits of the various welfare schemes reached the needy. 

He was speaking after launching the "bisi oota" scheme being implemented by the Akshaya Patra Foundation of the International Society for Krishna Consciousness (ISKCON) at a school here on Tuesday. 

"It is difficult for the Government to do everything. The Government welfare schemes can be successful only when society extends its helping hand and ensures that the benefits reach the needy," Mr. Prakash said. He lauded the efforts of ISKCON's Akshaya Patra Foundation for serving nutritious food to schoolchildren.
He said that ISKCON might agree to extend its scheme to more schools in the rural areas if the youth, and social and voluntary organisations came forward to assist in implementing the scheme.

Assurance
In a bid to allay fear among the cooks and assistants appointed under the scheme of being retrenched in the wake of involving voluntary organisations, the Minister said, "This will not affect the staff appointed under the scheme in any way. No one will be retrenched from service." 

Deputy Commissioner, SN Jayaram urged teachers to stress on children inculcating health, hygiene, and cleanliness besides extending cooperation for the success of the mid-day meal scheme. 

Chanchaladas Pandit of ISKCON said that with the extension of the scheme to Hadagali, the institution was now serving food to about 75,000 students in the State. He also said that ISKCON planned to extend the scheme to more areas. "Our aim is to see that children are not deprived of education because of poverty and starve for the lack of food. We want to extend the scheme to cover as many children as possible," he said. He also said that ISKCON was incurring an expenditure of almost Rs. 2.5 lakhs per day for implementation of the scheme, which is met by way of collecting donations from pilgrims visiting the ISKCON temple.

Chanchaladas also thanked the Minister for allotting land in Bangalore, where a Krishna temple has been constructed. He said that the Minister had assured to grant land at Hubli where a similar temple would be constructed. The president of the Hadagali Town Panchayat, Yamnappa, presided over the function.
