Starting today, you can order Nandini milk through a mobile app launched by the Karnataka Co-Operative Milk Producers’ Federation (KMF) to mark World Milk Day.
KMF has partnered with online grocery portal BigBasket.com to take  milk products to the city’s tech-savvy customers.

There is no fixed minimum order ­— even half or one litre packets of milk will be delivered.
“We are not restricting the booking to a certain quantity — customers can order as they please,”
S N Jayaram, Managing Director, KMF, told City Express.
Orders placed before 12 pm will be delivered on the same day. “After 12 noon, staff will talk to the costumers and deliver whenever it’s convenient,” he says. This, he claims, is the first online delivery system for milk in India

Nandini milk and the other milk products ordered through the app will come at the same price, Jayaram explains. “Sometimes, it may be cheaper also because of offers and sales by BigBasket,” he says. Besides the app, another product, the Nandini Mango Shrikhand, will also be introduced today.

Once you download the app, you can directly access BigBasket.com and order any of KMF’s products. Depending on the time, it will be delivered at your doorstep.

Chief Minister Siddaramaiah, who launched the app, said it was through milk production and the KMF that the per capita income of the State can be increased. He said that children studying in classes 1 to 10 and those in anganwadis will be served milk five days a week under the Ksheera Bhagya scheme “soon”, instead of three days a week at present.
Initiated in 2001, World Milk Day celebrates all aspects of milk, with particular focus on its usage to counter malnutrition.
 
Nandini milk in other states
KMF produces around 68 lakh litres of milk every day, Jayaram said.
After the launch of Nandini milk in Telangana, around 40,000 litres of milk is dispatched from Karnataka.

KMF is working towards upping the target to 50,000 litres by next week.
Milk producers who are part of the Karnataka district unions are benefiting on a huge scale.
“We are getting a great response from Hyderabad and Secunderabad. Hence, we plan to expand to Tamil Nadu as well,” Jayaram said.

KMF, Nandini milk comes to Hyderabad

Karnataka Co-op Milk Producers’ Federation prices it at Rs. 36 a litre

Nandini brand homogenised milk will be sold from Friday through hundreds of distributors across the twin cities of Hyderabad and Secunderabad.

Apart from the formal launch, what makes the entry of the famous milk brand from Karnataka is its attractive pricing – Rs. 36 a litre. “Compared to other brands, our [price] is less,” 
asserted S.N. Jayaram, managing director of Karnataka Co-operative Milk Producers’ Federation (KMF) Ltd, the entity behind the Nandini brand.

The initial response to the trial marketing has been favourable with the official pointing out that the entry led to competitors dropping their prices. Noting that quality is the strong point of Nandini, he said there were no plans to set off a price war in the milk market.

Beneficiary ultimately should be the customer, he said, adding how once consumers start using Nandini brand milk, they do not mind increase in the price. KMF, he added, however, has no plans to change the price.

On Thursday, it could supply 35,000 litres of buffalo milk in the city, whereas the indents were for 40,000 litres. “We will increase the supply… our aim is to reach one lakh litres per day [sales] in Hyderabad, Mr. Jayaram said. The milk for the twin cities is being procured from Vijayapura and Belagavi and processed at a franchise facility in Hyderabad.

KMF is looking to expand its network in Karnataka and invest Rs. 2,000 crore over the next two years on a number of facilities, including bulk milk coolers, processing unit besides packaging and marketing facilities.

If need be, it will set up its own facilities for processing in Telangana, he said, adding there are plans to foray into other locations in the State. In Hyderabad, the marketing network comprises a wholesale agent, 40 distributors and 400 retail dealers.

This market is not new to KMF as its Good Life milk, with a shelf life of 90 days, was popular in the city and there were plans to also introduce several other products, including curd, ghee and sweets.


Mobile app
 On the online marketing by KMF, Mr. Jayaram said in a couple of days, a mobile app is to be launched in association with BigBasket.com using which customers in Bengaluru could order Nandini milk home. The order will be executed within an hour.
On similar plans for Hyderabad, he said the Federation may consider this.

SN Jayaram, Health & Food Safety commissioner, Karnataka : ENFORCEMENT OF FOOD SAFETY ACT 2006

         

Did you know that if a shop or a manufacturer sells you a food product that lacks the 'prescribed standards', they can be fined up to Rs. 5 lakhs?

They can also be made to cough up a penalty of up to Rs. 10 lakhs if their products are 'adulterated' or if they are misleading people through wrong advertisements.

They may also attract huge penalty if their products are either made or sold under unhygienic conditions or they provide wrong information about ingredients.
 These provisions have been made in the Food Safety and Standards Act, 2006. All that the consumers need to do is lodge a complaint with the Health Commissioner who is also the Food Safety Commissioner either in person or over phone.

Food Safety Commissioner S.N. Jayaram told reporters here on Saturday that the government would launch a Statewide drive from July 1 against erring food business operators.

Do not hang carcasses
“The  meat shop owners should not hang carcasses in front of their shops, but should have a display cabinet to protect the meat from dust and unhygienic conditions inside their premises. Every shop should have the display cabinet before July 1, he said. 

‘Check for ISI mark on water bottle’
 Food Safety Commissioner S.N. Jayaram came out with a shocking disclosure that nearly 60 per cent of the packaged drinking water in Bangalore city did not have ISI certification though rules make it mandatory.

“If the packaged drinking water does not have ISI mark, then it is meant for industrial use,” he said, and appealed to consumers to check for ISI mark on the container or bottles of packaged water before buying them. According to the law, licences of the shops that sell packaged drinking water without ISI certification could be cancelled, he said.

New Regime
 S.N. Jayaram said a board containing the details of officials, their addresses and telephone numbers for helping people reach them in case of adulteration or poor quality of food should be placed in front of all eateries and retail outlets.

Though hotels too were controlled by this Act, the drive was not focussing on them for now as there was a case in this regard before the court, he said. He said August 4 was the last date for food business operators to register themselves and get licence. Violators could face imprisonment of six months and penalty of Rs. 5 lakh. Of the nearly 4 lakh food business operators in the State, only 1.3 lakh had registered themselves so far. There is provision for online registration as well.

SN Jayaram, IAS, Commissioner KHB - Karnataka Budget 2012, Is progressive


Karnataka government has decided to provide low-cost housing to the low-income groups and the government will allocate Rs 1,439 crore for the housing sector. Under the housing scheme, Chief Minister DV Sadananda Gowda announced an increase in subsidy of Rs 75,000 in that sector. The state government will also provide the per unit cost for construction of houses to Rs 1 lakh.
On the other hand, SN Jayaram, Commissioner of Karnataka Housing Board (KHB) has considered the project as a progressive one and said, “The budget has gone a long way to ensure housing is affordable to the economically weaker sections of the society and to a large extent it provides impetus to the scheme.” 
The experts has estimated that the low-housing scheme will not support the housing sector much. In the positive move it has been found that there is a reduction in the stamp duty from 6% to 5% on conveyances and sales deeds, that will boost to the real estate industry. Meanwhile, over 1,500 plots in four regions have been already distributed to the low-income groups by the government under the Nanna Mane Yojana and has considered to expand this scheme to more areas in this fiscal year, said Mr.Jayaram

SN Jayaram IAS, Regional Commissioner- Can MPs, MLAs vote in mayoral polls?


Have city MLAs and MPs been violating the Karnataka Municipal Corporation Act by voting during mayoral elections? With just two days left for these elections, there is utter confusion over their voting rights.

As per election rules of the Karnataka Municipal Corporation Act, only corporators have the right to vote during the election of a mayor. But the KMC Act 1976 bars those nominated to the corporation from voting and is silent on voting rights of MLAs/MPs. Assuming they had voting rights, 28 MLAs and five MPs from the city have been exercising their franchise and electing the mayor since 1996.

Regional commissioner SN Jayaram, presiding officer for these mayoral polls, has written to the government seeking a clarification on voting rights. He told TOI: "The election will be conducted as per rules. There's confusion with regard to voting for mayor's elections. As per the rules, the first council meet of the year should elect the mayor and at the meet MLAs, MPs, MLCs will also be present along with councillors. I have sought a clarification on whether voting power lies with MLAs, MPs, MLCs," he said.

A senior official pointed out: "This issue has been taken up for the first time. It's now a fight between election rules of the KMC Act and Constitution of Corporation which is in the KMC Act itself."
Sources pointed out that the issue could have been set aside to enable MLAs choose own candidates.
Unmindful of the confusion, BBMP has already despatched letters to all MLAs/MPs to participate in the April 29, 2011 council meeting which is expected to elect a new mayor.

KMC Act on elections
According to Chapter 3 - Election Rules of Karnataka Municipal Corporations Act, 1976 which lays down rules for the election of mayor, deputy mayor, members of the standing committee and chairmen of standing committee specifically says the power of electing them lies with councillors. The rules don't mention a word on voting power to MPs and MLAs.

What KMC Act says
The Constitution of the corporation in the KMC Act only says that MLAs and MPs are part of it and silent on their voting rights. Chapter 3 of the Act bars nominated members of the BBMP from voting.

Quote hanger
The constitution of the corporation is supreme. No election rules can supersede this constitution laid out by Karnataka Municipal Corporation Act. Till 1996, MLAs and MPs were not voting for the mayor. It started only after the 1974 amendment which included MPs and MLAs as part of the corporation. The constitution specifies that nominated members of the council (who can be experts) don't have any powers to vote in council meetings. That means all others such as councillors, MPs, MLAs have voting powers.

S.V. Rangnath, Chief secretary -Yaragol to become reality soon


The Central Government has already discussed the early completion of the Yaragol project and will inform us of its decision soon, said chief secretary to the State Government S V Ranganath. He was speaking at the progress review meeting of the Zilla Panchayat on Wednesday.

Aware of the shortage of drinking water in Kolar and Chikkaballapur, the Government is hoping to provide a permanent project to supply water to the two districts, he said. It is also planning to supply water from sources like Nethravathi and Kaveri rivers, he added.

As per S.N Jayaram Regional Commissioner, Bangalore Division “The Government is already working to undertake projects for the development of the district,” The Government has already declared renovation of up to 15,000 km of road in the State. “A considerable distance of the road is within the limits of Kolar district,” he added.

“The proposal to increase the number of beneficiaries under the Ganga Kalyana Yojana, sponsoring the Nandi and Antargange festivals, establishing a university in Kolar and construction of the office of the Deputy Commissioner as well as the Mini Vidhana Soudha have been submitted to the Government,” he said.

The district has risen to the third place in the State in the field of agriculture.

On-field improvement

“There has been an increase in the production of ragi by 60 per cent and groundnut by 37 per cent. There has also been an overall increase by 34 per cent in the production of various agricultural crops,” he said, appreciatively.

Storage facilities will be provided to help mango farmers in Srinivaspur, a famed mango-producing taluk, he added.

Ranganath said primary health centres will soon get security guards as well as tele-medicine facilities and an intensive care unit will be opened at the District Hospital.

The Government is also planning the establishment of a 660-kilowatt power sub-station in places like Srinivaspur, provision to build houses under survey numbers, proper implementation of housing scheme, establishment of an industrial zone on 646 acres of land near Vemagal, development of Kolar-Devanahalli road and development of all APMCs in the district, Ranganath added.

Ranganath also appreciated the achievement of the district in reaching the third place in production of milk.

“Kolar district has taken a leap in the SSLC results this year, from 22nd to eighth. This achievement is remarkable and worth emulation,” he complimented.

3 secrets for good administration

Chief secretary to the State Government S V Ranganath put forth three important techniques to ensure effective implementation of the projects of the Government.

Ranganatha said punctuality and discipline at work are extremely important.
“Office work should be carried out methodically and also reviewed regularly,” he added.

Clearing files and recognition of any problem is very important. The reason for a problem should also be recognised as this will help solve the trouble quickly,” he said.

SN Jayaram Pays for honesty - The Politics of Posting

                    THE POLITICS OF POSTING

                 JAYARAM OUT, SHIVAPPA IS NEW IGR & CS 
S.N Jayaram, Inspector General of Registration and Commissioner of Stamps is shown the door, and Shivappa, the loyal official of Reddy Brothers is brought in as the new IGR&CS. Jayaram, who had not spent even 300 hundred hours in his office for the last one year had to go under disgrace. Shivappa who earlier worked as a District Registrar is posted in his place, of course, due to the political compulsions of the Reddy Brothers.
 

S.N. Jayaram is a very Ambitious man. Even after being appointed as the IGR, he continued to hold the charge of MD of Apex Bank. Later he was given charge as the Commissioner for Survey Settlement department too. But, after becoming the IGR & CS, he soon realized that he does not have power even to transfer a group D employee and the scope of making a good income also was not that attractive. He therefore preferred to work from his MD Chambers most of the time and would make a flying visit to the IGR’s office once or twice a week and leave after spending an hour or two, at the most.
 

Very recently, Jayaram had invited the ire of the Revenue Minister Karunakara Reddy. It is to be recalled that Reddy Brothers are facing serious trouble in their mining business. Jayaram was expected to help them out to tide over the trouble as he happens to be the commissioner of Survey Settlement. However, he failed and was showed the door.

Shivappa, another IAS official who is nearing retirement has been brought in as IGR. Shivappa is the darling of the Reddy Brothers as he was their handpicked candidate for the Bellary DC post from the word go. It is to be remembered that when the Chief Minister B.S Yeddyurappa shunted out Shivappa from Bellary, the Reddy Brothers rose in revolt against Yedurappa and were almost succeeded in toppling him but for the last minute truce. Such is the importance Reddy Brothers gave to Shivappa. After the truce, Shivappa was brought back to Bellary as DC.

Off late, the Reddy Brothers are in serious trouble from Supreme Court cases and other assorted cases. Their empire is slowly but steadily crumbling and Shivappa was to be the protector. But somehow, Shivappa felt the heat of CBI probe and had to distance from the Reddy Brothers, for public consumption. When he was transferred two months back, it was given to understand that Reddy Brothers have got him shifted for his non co-operation in protecting them suitably from the probe. This impression is purposely created to insulate Shivappa for facing the CBI enquiry where he had to defend his actions. What more, he was not given any posting too. This was a clever ploy to send a message that Shivappa had fallen out of favour with Reddy Brothers.
 

Now the cat is out of the bag. The Reddy Brothers have brought him to the IGR post and in all possibility he will be given the Survey Department also. Nobody can have any doubt of Shivappa doing anything he can to obey the diktats of Reddy Brothers and going out of the way to help them. But that does not make him immune from the long arms of law. Shivappa had invited trouble from the High Court also in the matter of the election of Sriramalu’s sister from Bellary Loksabha constituency. He was grilled in the High Court for all the lapses.

More than anything, the CBI probe into the illegal mining activities has already turned the heat on many of Reddy Brothers loyalists, retainers and associates. Shivappa who was almost a sort of partner to them, will have to face the CBI questions, if not today, tomorrow. In fact, if he were to be in Bellary as its DC, the CBI could have already touched him by now. It is for this precise reason that Shivappa got himself eased out of Bellary and remained without a post all these days.  Nobody knows when the CBI will strike as the probe has become a prestige issue to both the CBI and the AP Government. And not to be left, Yedurappa is also breathing down the necks of Reddy Brothers. As such the Reddy Brothers needs the services of their loyal officials at strategic places and Shivappa is the best choice.

Besides, Shivappa is no new comer to the department and its fertility. He had worked as the District Registrar in Srirampura Undervaluation for a long time. His corruption at that time, to say the least, was rotten. However, he has already made heaps of money and as such he may not be bothered about it. Perhaps, what bothers him is the safe keeping of his crore's.

Shivappa therefore may not try to mint money, but who knows, old habits die hard. As he is nearing the end of service shortly, he must do well in the department.

One definitely hopes against hope that Shivappa may prove ‘good’ at least during the fag end of his tainted career. Jayaram deserved the treatment and there can be no second opinion about it. As they say ‘as you sow so you reap’ this applies to Shivappa too.

Syndicate Bank has signed Memorandum of Agreement with Stock Holding Corporation of India Ltd., for e-stamp vending across the country.
Stock Holding Corporation of India Limited (SHCIL) is the Central Record Keeping Agency (CRA) appointed by the Government of India for the e-stamp project.

Initially e-Stamp vending will be undertaken by our Bank in the State of Karnataka at 200 identified branches in a phased manner. e-Stamp will be available at the following branches in Bangalore/Karnataka that have been operationalised.

SN.Jayaram, IGR and Commissioner of Stamp, Beware: Your stamp paper could be fake

                                                                              



S N Jayaram, IG, Registration and Commissioner of Stamps, said,  "Agents buy stamp papers from Sub-registers offices, photocopy them, forge signature, seal and sell them at two or three times the price"

There is no shortage of stamp papers. Why should people fabricate them? We have given out e-stamping franchise to banks and post offices.
 
Hundreds of transactions, ranging from sale deeds, rental agreements and name change to court affidavits take place in Bangalore every day but they may not be worth the value of the paper they are printed on. This is because fake stamp papers of all denominations are doing a thriving business in Bangalore.

Following the Rs 33,000 cr Telgi scam, stamp papers are legally produced in franking machines and sold only at 15 sub-registrars’ offices. Stamp papers can also be obtained from nationalised banks, post offices and a few sub-registrar offices through e-stamping. E-stamped papers are largely tamper-proof as they have distinct holograms.

The stamp papers produced by franking machines are duplicated on a scandalous scale. Agents buy stamp papers from sub-registrars’ offices, then get them colour photocopied in bulk and fix forged signatures and seals on them. These are then sold at two or three times their original price at various court complexes.
 

It’s an "Organised racket" which involves notaries, advocates and agents and is an open secret at the sub-registrar’s offices. “The government has put one Telgi behind bars. Now, we have hundreds of Telgis operating. In several departmental meetings, we have complained to higher-ups that our system has a loophole,’’ a senior sub-registrar said.

We realised how prevalent the scam is when we purchased two stamp papers — a Rs 20 denomination and a Rs 50 denomination — from the court premises at Mayo Hall. The deal was clinched by an advocate called Nagaraj. An agent standing near the parking stand with a bundled plastic cover fished out stamp papers of various denominations.

We paid Rs 60 for the Rs 20 stamp paper and Rs 90 for the Rs 50 stamp paper. In a sub-registrar office it would have cost not more than an additional Rs 10 (Rs 5 is service charge for any denomination paper) for both.


Stamp papers from franking machines are available at SR offices. We have 45 machines in the state. but yet people are 
not willing to take the stress of following even the easy procedure, I will look into the issue, assured Mr Jayaram

SN Jayaram IAS, Apex Bank aims at 14% growth in deposit base



Karnataka State Cooperative Apex Bank is planning to increase its deposit base by 14 per cent to Rs 5,150 crore in the present financial year as compared to Rs 4,479 crore in the last fiscal.
The bank is also planning to disburse Rs 4,096 crore of agricultural credit during this fiscal, of this Rs 1,950 crore has already been disbursed in the first five months of the present fiscal.

“We are hopeful that both our credit and deposit target will be achieved this year on the back of an encouraging response from customers,” S N Jayaram, managing director, The Karnataka State Co-operative Apex Bank, said on the sidelines of the 85th annual general body meeting here.

He also said that the bank was planning to open nine new branches in the city during present fiscal.
The apex cooperative bank has 31 branches in the city and has received approval from the RBI to open another nine branches. “The capital expenditure for opening these branches will be in the range of Rs 2 crore,” he added. The bank will also float tender to shift overall banking operation to core banking mode in the near future. “The expenditure for rolling out core banking will be around Rs 2-3 crore in the present fiscal,” he said.

The State has accepted the recommendations of the Vaidyanathan Committee report, and the Centre has released Rs. 753 crore to the State for restructuring short-term loans, said S.N. Jayaram, managing director, Karnataka State Cooperative Apex Bank, here on Monday.

Funds would be released through the National Bank for Agriculture and Rural Development (NABARD).
Speaking to The Hindu, Mr. Jayaram, who was in Hassan to present a vision document prepared by the cooperative apex bank, said that according to the report, weaker financial institutions would be given a one-time financial impetus.

With this, many of the primary agriculture cooperative societies and District Central Cooperative (DCC) Banks would become financially more viable. He said 12 lakh farmers would benefit under the short-term credit structure, and the repayment would be more than 90 per cent.
The total working capital of all the banks and cooperative societies under the cooperative apex bank is Rs. 20,000 crore.

The cooperative banks were doing an excellent job in financing self-help groups (SHGs), he said. So far, the banks had financed 1.92 lakh SHGs with an outlay of Rs. 1,104 crore. The plan was to cover 4.7 lakh SHGs with an outlay of Rs. 5,000 crore by 2014-15, he said.

SN Jayaram, Apex Bank to Expand

K'taka Apex Bank in an expansion mode




In an effort to expand its customer base, the Karnataka State Co-operative Apex Bank plans to open 31 new branches and five new ATM counters next month.

Speaking with Deccan Herald, the bank’s Managing Director S N Jayaram IAS said that the ATMs will be opened in the city and the branches will be across the state. “We hope to enhance our customer care service by bringing in Real Time Gross Settlement (RTGS) system for easy funds transfer,” he added.

The Apex Bank, which started its operation in 1915, has 21 District Co-operative banks with 600 branches and 5 lakh Primary Agricultural banks under its jurisdiction. It has a working capital of Rs 50,200 crores and its advances to agriculture sector  amount Rs 3200 crores for the current financial year till March.


 Loan waiver

Apex Bank is quite successful in farm loan waiver scheme. It had received a total amount of Rs 1879.35 crores from the government as part of the Farm Loan Waiver Scheme, of which it has released Rs 1751.18 crones in 2008-09. Jayaram said the loan waiver scheme has not created any liquidity crisis and they are doing very well.

The bank is also vying to utilise its deposits for investment in infrastructure projects in the state. “We already had preliminary negotiations with the KSRTCin this regard.  We are ready for investments in private and public enterprises,” he added.

Self Help Groups numbering 1,23,368 have mobilised a deposit of Rs 256.93 crores till January 31st, 2009 to the District Co-operative banks  and also availed credit facilities of Rs 494.41 crores.

Deputy Commissioner, S.N. Jayaram, IAS on a `padayatra' for tsunami relief fund

                             

       A fruit vendor donates for tsunami relief fund when the Deputy Commissioner, S.N. Jayaram (sporting a cap), took a `padayatra' in Bellary on Thursday.
 
BELLARY, DEC. 30 2004, The Deputy Commissioner, S.N. Jayaram, collected a sum of Rs. 1.6 lakh during the "padayatra" here on Thursday. The "padayatra" was organised to raise funds for the tsunami victims. Phanindra Babu and Chandrashekar Choudhary, president and secretary of the Bellary District Chamber of Commerce and Industry respectively, handed over a demand draft for Rs. 51,000 at the Gadagi Chennappa Circle to the Deputy Commissioner. Traders and owners of several shops and business establishments also made donations to the relief fund. 

The Bellary Agenda Task Force (BATF), headed by the Deputy Commissioner, has announced a donation of Rs. 10 lakhs.N. Suryanarayan Reddy, Kurgodu MLA has announced a donation of Rs. 25,000 for the relief fund. Another donor, who did not wish to disclose his name, gave a demand draft for Rs. 25,000 and promised to donate another Rs. 10,000.

Zahir Ahmed, chairman of the Bellary Urban Development Authority, has announced to donate his one-month's honorarium (Rs. 10,000) to the relief fund. The Terapanth Samaj made a donation of Rs. 11,000 on Wednesday.

The corporators of the Bellary Municipal Corporation have announced to donate their one-month's salary, while the civic employees have decided to donate a day's salary. The Tungabadhra Grameena Bank employees also have decided to donate a day's salary for the relief fund. B. Sriramulu, MLA; Chandrashekar, president of the district unit of State Government Employees' Association; Bheemappa, Assistant Commissioner; Mahipal, and Narayana Rao, participated in the "paada yatra."

Doctors told to serve their patients with compassion

Justice Manjula Chellur, judge of the Karnataka High Court, has underlined the need for medical professionals to have a basic knowledge of the laws. She was speaking after inaugurating the 23rd Karnataka State Ophthalmologists' Conference, organised by the Bellary District Ophthalmologists Association in association with the Vijayanagar Institute of Medical Sciences (VIMS) at Basava Bhavan here on Saturday.

Ms. Chellur was of the view that it was high time that the medical professionals had a basic knowledge of the law, especially in the wake of Karnataka Consumer Protection Act taking cognisance of any negligence on their part. She also hoped that the State-level bodies would come out with a charter of dos and don'ts, duties, and rights, so that they could discharge their duties properly.

She called upon medical professionals to ensure that the reports on medico-legal cases were clear, which would help the judiciary in proper dispensation of justice. She said that blaming the doctors was not right, as many of the government hospitals in the rural areas lacked basic infrastructure. She urged the doctors serving in rural areas to realise the circumstances and gear up to face the challenges.

The Deputy Commissioner, S.N. Jayaram, who was also one of the guests of honour, underlined the need for doctors to serve their patients with compassion. He said that of the six crore visually challenged people in the world, 70 lakhs were in India. In order to prevent blindness, the Government had formed District Blindness Control Societies and the level of blindness was decreasing. He said that efforts were on to bring the level down from 1.1 per cent to 0.3 per cent. 

The president of the Karnataka State Ophthalmologists' Society (KSOS), Vijay Gramopahyaya, emphasised the need to organise the Continued Medical Education (CME) programme to help doctors keep abreast of the developments in medical sciences. Shamsundar Prasad from Hyderabad was conferred with the Dr. Subramanyam Oration award on the occasion.
The principal and director in-charge of VIMS, R.D. Desai, released a compact disk brought out by KSOS.
V.N. Kulkarni, chairman of the conference committee, welcomed the gathering.

Deputy Commissioner, SN Jayaram, Greets G. Somashekar Reddy

                               

           BJP bags Bellary president's post G. Somashekar Reddy of the Bharatiya Janata Party (BJP) was elected unopposed as President of the Bellary City Municipal Council (CMC) on Monday for the second and last term of the present five-year tenure.  FEB. 9 2004

Election to the post was necessitated following B. Kumaraswamy, who was elected to the post with the support of the Congress, was disqualified for defecting and violating the party whip in August 2002.
Mr. Kumaraswmay and Sheikh Moinuddin, who had both won on the BJP ticket, violated the party whip and voted against the party's official candidate and had supported the Congress candidate.

A complaint filed against them by the BJP then was disposed of by the Deputy Commissioner
SN Jayaram in the third week of January last holding that the action of the two had attracted the provisions of the Karnataka Local Authorities Act (Prohibition of Defection) 1987 and not only disqualified them but also ordered that they would cease to be members with immediate effect. 

Mr. Somashekar Reddy, who was defeated by Mr. Kumaraswamy in the previous election, was the only one to file the nomination papers.But for one, all the other BJP councillors were present.

The Congress, which was aware of the inevitable poll outcome, chose to skip the election. Thus, Mr. Somashekar Reddy was declared elected by the Deputy Commissioner, S.N. Jayaram, who conducted the proceedings.

G. Janardhana Reddy, President of the district unit of BJP, G. Karunakar Reddy, former president of the district unit, K. Ramalingappa, and B. Sriramulu, congratulated Mr. Somashekar Reddy on his victory.

SN Jayaram, IAS, Deputy Commissioner, Bellary, Tells Garment makers to adopt latest technology


BELLARY, JAN. 23 2004. S.N. Jayaram, Deputy Commissioner, today urged garment manufacturers to cope with the changing trends in the industry not only to face the competition but also flourish in the trade.

He was speaking after inaugurating the Bellary Institute of Fashion Technology here promoted by the Bellary Garment Manufacturers' Association under the initiative of the United Nations Industrial Development Organisation (UNIDO) with financial support by SIDBI, the Directorate of Industries and Commerce, and the Bellary Zilla Panchayat. 

He said Bellary, which was one among the major garment manufacturing places, could not remain isolated. Manufacturers here had to adopt the latest technology and design to improve the quality of their goods to compete in the market. He underlined the need to accord priority to customer care.
Mr. Jayaram said the garment industry had a good potential for employment generation and it needed encouragement. He would strive to get the Apparel Park established in Bellary, he added. 

G.V. Gayatri, Chairperson, Garment Manufacturing Training, National Institute of Fashion Technology, Bangalore, said garment manufacturers had to face competition to survive in the market. Garment manufacturers in Bellary had no other choice but to gear up to meet the challenges in the era of globalisation. She hoped that the manufacturers would make the best use of the institute to improve their products.

Shankara Murthy of UNIDO said Bellary with traditional skills in tailoring could not develop in line with other garment-making clusters such as Bangalore, Tirupur, Indore, and Ahmedabad because of its inherent problems. Technology used here was old and garments manufactured were of poor quality and catered to the low-value segment of the market. In addition, the demand for products was seasonal and the cluster was unable to provide employment throughout the year. A diagnostic study carried out by UNIDO under the Cluster Development Programme here revealed that non-availability of skilled workforce to handle high-speed garment-making machines, lack of service, testing facilities, and technological and design support were among the problems faced by the cluster.

The purpose of establishing the institute here was to train artisans in rural areas, especially women, in high-speed garment-making machines and making quality products. Training would be imparted to 60 people initially in two batches for three months, he said.

Deputy commissioner, SN Jayaram, Passes an Historic Judgement, Disqualifies Two Bellary Council members


In a historical judgement, Deputy Commissioner S N Jayaram has disqualified the membership of two councillors of the Bellary City Municipal Council, Mr Sheik Moinuddin and President of the Bellary City Municipal Council B Kumar Swamy, under the Anti-defection Act, here on Monday.

In August 2002 elections for the President’s post wherein BJP candidate V Padmavathi and Congress candidate Gayathridevi were contesting, both the councillors had voted against the party Whip.

B Kumar Swamy and Sheikh Moinuddin of BJP voted in favour Congress candidate Gayathridevi.

Despite the two members having cast their votes in favour of Congress candidate Gayathri Devi, there was a tie between her and the BJP candidate. However, Padmavathi was elected as the President, through the lottery system.

The then President of the District BJP G Karunakar Reddy had filed a complaint with the Deputy Commissioner to disqualify the membership of these two members who had voted in favour of the opposition party member despite the ‘whip’ to vote for their party candidate.

In the recent elections for the second tenure of the President post of the City Municipal Council, held on December 17, BJP rebel candidate B Kumar Swamy was elected to the President’s post, with the support of Congress members.

Deputy Commissioner S N Jayaram who conducted an inquiry into the matter gave his final verdict and cancelled the membership of these two members, for anti-party activities. The orders would come into immediate effect, the DC has mentioned in the 46-page judgement report.

After the commissioner’s order, the BJP workers expressed their joy by bursting crackers and distributing sweets in the city. However, it is learnt that Mr Kumar Swamy will be appealing to the High Court, questioning the judgement of the DC.
